This call invites proposals for establishing two Centres for Policy Research (CPRs) under the Department of Science and Technology (DST), Government of India. These CPRs aim to strengthen the Science, Technology, and Innovation (STI) policy research ecosystem in India by focusing on critical thematic areas. The goal is to foster evidence-driven policy and program planning in the STI sector.
This initiative focuses on two broad themes: STI Statistics and Technology Foresight. The CPRs will conduct targeted policy research, train scholars, and develop expertise in these specialized areas. This effort aims to contribute to the formulation and implementation of effective STI policies and programs.
The first theme, STI Statistics, aims to strengthen the national STI data ecosystem. This includes developing new tools, insights, and indicators for mapping and benchmarking India's S&T potential.
The second theme, Technology Foresight, focuses on identifying emerging technologies and assessing their socio-economic impacts. This will enhance proactive governance in the STI sector and contribute to long-term strategic planning.
Institutions applying to host a CPR must demonstrate leadership in the specific thematic area. They should have established research facilities and core expertise in the relevant area. The CPR should be led by an investigator with proven expertise in the proposed research theme.
Principal Investigators (PIs) must be permanent researchers at the institution with at least 5 years of service remaining. They should have a proven track record of research and publications in the thematic area. Experience in managing and administering research projects is also essential.
The project proposal must outline the research plan for the next five years. It should specify how the plan complements ongoing research and aligns with institutional resources. The proposal should clearly articulate the expected outcomes and their contribution to evidence-based policymaking.
DST will provide grants for equipment, consumables, contingency, and travel. The funding will also cover emoluments for project staff. Institutions are required to provide a letter of undertaking confirming financial liability post-project.
Research outcomes are expected to contribute to evidence-based policy making, and data will be shared with DST periodically. The CPRs will be guided by an independent advisory structure and continuously evaluated by DST.
All proposals must be submitted through the DST e-PMS Portal. Applicants need to fill out the online proposal form with accurate details. It is crucial to preview and validate the entered information before submission.
