The Fiscal Year (FY) 2023-2024 National Scenic Byways Program (NSBP), administered by the DOT Federal Highway Administration (FHWA), provides grants to States and federally recognized Indian Tribes to implement eligible projects on designated scenic byways and to plan, design, and develop State or Indian Tribe scenic byway programs. The program supports the recognition, preservation, and enhancement of selected roads throughout the United States.
The NSBP makes available up to $26.95 million in FY 2023 and FY 2024 funds for competitive grants. Funding is provided under the Consolidated Appropriations Act, 2023 ($20 million) and the Consolidated Appropriations Act, 2024 ($7.5 million) through Highway Infrastructure Program funds authorized under 23 U.S.C. 162. FHWA anticipates awarding between 30 and 40 grants. There is no minimum or maximum award size.
Amendment No. 1 to this opportunity was posted on May 21, 2026, and amends the original NOFO to align with current Administration priorities and policies. Applicants who submitted applications under the original FY 2023-2024 NSBP NOFO prior to the December 16, 2024 deadline may retain, amend, or withdraw their original application within 21 days of the amendment posting date.
Eligible Applicants: States and Indian Tribes, as defined in section 4 of the Indian Self-Determination and Education Assistance Act (25 U.S.C. 5304), including any Alaska Native village or regional or village corporation as defined in or established pursuant to the Alaska Native Claims Settlement Act (43 U.S.C. 1601 et seq.).
Other entities may partner with a State DOT or Tribal government to apply, but the eligible applicant and recipient must be a State DOT or Indian Tribe.
Eligible Projects: Projects may include access to recreation, byway facilities, construction, corridor management plans, highway improvements, interpretive information, marketing programs, resource protection, safety improvements, State and Indian Tribe scenic byway programs, and tourist information. Eligible projects are listed at 23 U.S.C. 162(c). Projects must be implemented on highways designated as National Scenic Byways, All-American Roads (collectively America's Byways®), State scenic byways, or Indian Tribe scenic byways.
Total Program Funding: $27,000,000
Expected Number of Awards: 30 to 40 grants
Cost Sharing or Matching Requirement: Yes. Federal funds may cover up to 80 percent of total eligible project costs.
Applications must be submitted through Grants.gov. Prospective applicants are encouraged to review the full NOFO document, as amended, for complete program and submission requirements.
Amendment Response Deadline for Prior Applicants: June 11, 2026, at 11:59:59 PM ET. Applicants who applied under the original NOFO must send their response and any amended application material to scenicbyways@dot.gov, with copies to Bronwen.Keiner@dot.gov and Edward.Starks@dot.gov by this deadline. If no response is received, FHWA will retain and consider the previously submitted application under the amended NOFO criteria.
Applicants amending a prior application do not need to resubmit a complete application; a package with amended material addressing the amended sections of the NOFO is sufficient.
