The FY 2026 Continuum of Care Competition and Youth Homelessness Demonstration Program Grants NOFO, issued by the U.S. Department of Housing and Urban Development (HUD), supports community-wide efforts to end homelessness and provides funding to rapidly rehouse individuals and families experiencing homelessness, including youth, survivors of domestic violence, and others facing housing instability. The program also funds the development of coordinated community approaches to prevent and end youth homelessness through the Youth Homelessness Demonstration Program (YHDP).
The Continuum of Care (CoC) Program promotes a community-wide commitment to ending homelessness by funding nonprofit providers, states, local governments, and tribal entities. The program aims to quickly rehouse individuals and families experiencing homelessness, persons experiencing trauma or lack of safety related to domestic violence, dating violence, sexual assault, or stalking, and youth experiencing homelessness. The YHDP component supports a coordinated community approach to preventing and ending homelessness among youth ages 24 and younger, including unaccompanied and pregnant or parenting youth.

Performance Periods: Project and budget periods of 12, 18, 24, 36, 42, 48, or 60 months are available.
HUD may supplement the total amount with funds carried over or recaptured from previous fiscal years. Funding instruments are grants under the Community Development funding activity category (CFDA/ALN: 14.267).
Eligible applicants are defined at 24 CFR 578.15 and include the following entity types:
Individuals, foreign entities, sole proprietorships, and for-profit entities are not eligible to apply or to serve as subrecipients of grant funds. Project applicants must meet all statutory and regulatory requirements under the McKinney-Vento Homeless Assistance Act.
Applicants must have an active and up-to-date account in SAM.gov at the time of application and throughout the life of any award. A valid Unique Entity Identifier (UEI) from SAM.gov is required. Registration in SAM.gov can take several weeks, so early action is strongly advised. Applications must be submitted through esnaps.hud.gov, where an active account is required.
