The FY 2026 Defense Community Infrastructure Program, administered by the Office of Local Defense Community Cooperation, provides grant funding to assist state and local governments and not-for-profit, member-owned utilities in addressing deficiencies in community infrastructure that supports military installations.
This program supports projects related to transportation, schools, hospitals, police, fire, or emergency response facilities, other community support facilities, utility projects (including water, wastewater, telecommunications, electric, and natural gas facilities), and demolition projects. The facility or project must be owned by a state or local government or a not-for-profit, member-owned utility. Facilities located on a military installation are eligible only if the property is under the jurisdiction of a military department and subject to a real estate agreement, such as a lease or easement, held by an eligible community. School construction or renovation projects for a facility listed in the April 2019 "Secretary of Defense 2018 Public Schools on Military Installations Prioritized List" and any future updates are not eligible.
Funding must be obligated prior to the close of business on September 30, 2026, or it will expire. Requests for funding exceeding $20 million or less than $250,000 will not be scored and will be removed from consideration. Grants may supplement funds available under federal programs administered by agencies other than the Department of War.

Proposals must be submitted on behalf of any proposed sub-recipient. Submissions by sub-recipients will not be considered. The guidance in 2 C.F.R. § 200.332 prescribes how eligible entities may act as pass-through entities.
Applications must be submitted through Grants.gov. The Office of Local Defense Community Cooperation will determine final award amounts based on the recommendation of the Defense Community Infrastructure Program Review Panel, the availability of appropriations, and the provisions of 2 C.F.R. Part 200. Review of invited grant applications will include consideration of the reasonableness, allowability, and allocability of the proposed funding.
