Applicants must follow the SBIR/STTR (B) Instructions in the NIH How to Apply – Application Guide, except where instructed otherwise. Conformance to all requirements is required and strictly enforced. Applications that do not comply may be delayed or not accepted for review. Several submission options are available: the NIH ASSIST system for preparing, submitting, and tracking applications online; an institutional system-to-system solution; or Grants.gov Workspace in combination with eRA Commons to track the application. All applications are evaluated for scientific and technical merit by a Scientific Review Group convened by the Center for Scientific Review, following NIH peer review policies. Each application receives a written critique. Applications deemed to have the highest scientific and technical merit are discussed and assigned an overall impact score. Following peer review, recommended applications receive a second level of review by the appropriate national advisory council or board. Funding decisions consider scientific and technical merit, as well as other factors. Reviewers assess plans for select agent research, resource sharing, authentication of key biological and chemical resources, and whether the budget and period of support are justified.
