The Centers for Independent Living Competition - Guam supports the establishment of one center for independent living in Guam to provide, expand, and improve independent living services and strengthen the network of centers for independent living. The program is administered by the Administration for Community Living (ACL) under Assistance Listing 93.432.

Overview

ACL intends to award funds to establish a single center for independent living in Guam. At a minimum, funded centers must provide core services that include information and referral, independent living skills training, peer counseling, individual and systems advocacy, services that facilitate transition from nursing homes and other institutions to the community, assistance to those at risk of entering institutions, and facilitation of the transition of youth to postsecondary life. The project period is 24 months, consisting of two 12-month budget periods.

Eligibility

• Nonprofit 501(c)(3) status required.
• The applicant must be a consumer-controlled, community-based, cross-disability, non-residential, private nonprofit agency.
• The applicant must have the power and authority to carry out the purposes of Part C of title VII of the Rehabilitation Act of 1973, as amended, and perform functions listed in section 725(b) and (c) of that Act, as well as subparts F and G of 45 CFR part 1329.
• The applicant must be able to plan, conduct, administer, and evaluate a center consistent with the standards and assurances in section 725(b) and (c) of the Rehabilitation Act and subparts F and G of 45 CFR part 1329.
• Eligible entities include domestic private non-profit entities, Indian tribal organizations (American Indian/Alaskan Native/Native American), faith-based organizations, and community-based organizations that meet the above requirements.
• Foreign entities are not eligible to compete for or receive awards under this announcement.
