Description

The Fiscal Year (FY) 2023 through FY 2026 Bridge Investment Program, Planning and Bridge Project Grants supports the rehabilitation and replacement of bridges across the United States. Administered by the DOT Federal Highway Administration (FHWA), this opportunity solicits applications for two funding categories: Planning grants and Bridge Project grants (projects with total eligible costs not greater than $100 million). Funding is provided by the Infrastructure Investment and Jobs Act (IIJA) for FY 2023 through FY 2026, with total available amounts of up to $9.7 billion. Overview

The Bridge Investment Program (BIP) establishes a rolling application process for Planning and Bridge Project applications. This amended notice (Amendment No. 2) aligns the program with current Administration and Department policies and priorities, provides a process for FY 2025 cycle applications to amend their submissions, and includes other updates. Eligible applicants must submit new applications responsive to this notice for consideration by the applicable deadlines.

Eligibility

Eligible applicants include the following entities:

  • A State or a group of States
  • A metropolitan planning organization serving an urbanized area with a population over 200,000
  • A unit of local government or a group of local governments
  • A political subdivision of a State or local government
  • A special purpose district or a public authority with a transportation function
  • A Federal Land Management Agency
  • A Tribal government or a consortium of Tribal governments
  • A multistate or multijurisdictional group of entities as described above

  • Bridge Project Applications (FY 2026 funds): Applications must be submitted by 11:59 p.m. EDT on June 29, 2026.

Applicants currently under consideration for submissions prior to October 1, 2024 (Planning) or November 1, 2024 (Bridge Project) will be notified of the amendment process, as detailed in the amended NOFO. See the related documents for the full amended NOFO.
