Description

The FY 2026 State Damage Prevention grant, administered by the Pipeline and Hazardous Materials Safety Administration (PHMSA), supports states in establishing or improving comprehensive programs to prevent damage to underground pipeline facilities.

Overview

The purpose of the grant is to help states that do not yet have a damage prevention program create one, and to strengthen existing programs in other states. Grantees are encouraged to implement nine specific elements of an effective damage prevention program:

  • Enhanced Communication between Operators and Excavators
  • Fostering Support and Partnership of all Stakeholders
  • Operator’s Use of Performance Measures for Locators
  • Partnership in Employee Training
  • Partnership in Public Education
  • Enforcement Agencies’ Role to Help Resolve Issues
  • Fair and Consistent Enforcement of the Law
  • Use of Technology to Improve the Locating Process
  • Data Analysis to Continually Improve Program Effectiveness

Eligibility

Eligible Applicants:

  • State governments
  • Other (miscellaneous)

Additional Information: Any state authority (or municipality with respect to intrastate gas transportation) that is or will be responsible for preventing damage to underground pipeline facilities is eligible if both of the following conditions are met:

  • The state participates in pipeline transportation oversight under an annual 49 U.S.C. §60105 certification or a 49 U.S.C. §60106 agreement with PHMSA.
  • The state’s governor designates the applicant in writing as the eligible recipient of the grant funding.
