The FY26 COPS Technology and Equipment Program (TEP) provides funding to state, territorial, local, Tribal, and other designated entities to develop and acquire effective law enforcement equipment, technologies, and interoperable communications that assist in responding to and preventing crime and expand the implementation of community policing.
This is a noncompetitive, invitational funding opportunity administered by the Community Oriented Policing Services (COPS) Office. Funding is available to entities designated under the heading “Community Oriented Policing Services, Technology and Equipment Community Projects / COPS Law Enforcement Technology and Equipment” in the Congressional Joint Explanatory Statement – Division C, which is incorporated by reference into Public Law 119-74. Equipment funded under this program should meet any applicable requirements of the National Institute of Standards and Technology's Office of Law Enforcement Standards.

This is an invitational program. Eligible applicants are limited to those identified in the Commerce, Justice, Science, and Related Agencies Joint Explanatory Statement (JES) for the Commerce, Justice, Science; Energy and Water Development; and Interior and Environment Appropriations Act, 2026 (Public Law 119-74) for the projects designated for funding. The legal name (or “doing business as” name) associated with the applicant’s unique entity identifier (UEI) as registered in the System of Award Management (SAM) must coincide with the agency name listed in the JES. State and local governmental entities must comply with 8 U.S.C. §1373.
