The FY26 Preparing for Active Shooter Situations (PASS) Program, administered by the Office of Community Oriented Policing Services (COPS) at the U.S. Department of Justice, provides funding for nationally recognized, scenario-based training that prepares law enforcement, first responders, and mental health and social service providers to handle active shooter threats or acts of terrorism. This cooperative agreement supports the Administration’s priority of Making America Safe Again by advancing community policing and increasing public and law enforcement safety nationwide.

Overview

The PASS Program funds integrated response training for a wide range of professionals—including law enforcement, fire, emergency medical services (EMS), dispatchers, medical personnel, facility security, and emergency management—who may be key to a successful response. Priority access to training is provided for School Resource Officers funded under the COPS Hiring Program to support active shooter preparedness and response in primary and secondary schools. The program advances the goals of the 2016 Protecting Our Lives by Initiating COPS Expansion (POLICE) Act by offering scenario-based courses designed to counter active shooter threats or acts of terrorism against individuals or facilities.
