The Lead Hazard Reduction Grant Program, administered by the U.S. Department of Housing and Urban Development (HUD), provides funding to support comprehensive programs that identify and control lead-based paint hazards in eligible privately-owned rental and owner-occupied housing. The program aims to maximize the number of children under the age of six protected from lead poisoning. Healthy Homes Supplemental funding is also available to enhance lead hazard control activities by addressing other housing hazards that affect occupant health in homes being treated under the grant.

Overview

The Lead Hazard Reduction Grant Program is authorized by Section 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 and sections 501 and 502 of the Housing and Urban Development Act of 1970. Funding is provided by the Consolidated Appropriations Act, 2024, the Full-Year Continuing Appropriations and Extensions Act, 2025, and the Consolidated Appropriations Act, 2026. The program supports states, Native American Tribes, cities, counties, and other units of local government in undertaking comprehensive lead hazard control activities.

Of the total funding available, approximately $115,815,225 is for Lead Hazard Reduction Demonstration (LHRD) grants to applicants with the highest lead-based paint abatement needs. Approximately $53,367,651 is for Lead-Based Paint Hazard Control (LBPHC) grants to all other jurisdiction and never-before-grantee applicants. Approximately $69,964,059 is available for Healthy Homes Supplemental related activities.

Eligibility

Eligible Applicants: State governments, county governments, city or township governments, special district governments, and federally recognized Native American tribal governments are eligible to apply. Faith-based organizations may apply like any other organization. Multiple entities may apply as a consortium, but a principal lead applicant responsible for ensuring compliance must be designated.

Ineligible Applicants: Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for or receive awards under this announcement.

Additional Eligibility Information:

• An applicant with at least 3,500 pre-1940 occupied rental housing units (alone or through a consortium) may apply under the Highest Lead-Based Paint Abatement Needs grants category for up to $7,000,000.
• A first-time grantee or an applicant whose previous lead hazard control grant ended two or more years before the deadline may request up to $4,000,000.
• An applicant whose previous grant ended less than two years ago may request up to $5,000,000.
• Healthy Homes Supplemental Funding: First-time grantees or those whose previous grant ended two or more years before the deadline may apply for up to $400,000. Other applicants may apply for up to $850,000.
• Applicants must meet current General Statutory and Regulatory Eligibility Requirements and must resolve any outstanding civil rights matters before applying.

Application Process

Applicants must have an active and up-to-date account with SAM.gov and an active Grants.gov registration. A valid Unique Entity Identifier (UEI) is required to apply for funding. Applications must be submitted through Grants.gov by the deadline. Required forms include the Certification of Consistency with the Consolidated Plan (HUD-2991), Indirect Cost Information (HUD-426), and Certification for a Drug-Free Workplace (HUD-50070), among others.
