Description

The Office of Special Education and Rehabilitative Services (OSERS): Office of Special Education Programs (OSEP) National Center for Accessible Education Videos (Assistance Listing Number 84.327N) supports improving results for children with disabilities by promoting accessible educational video technologies. This competition establishes a National Center on Accessible Education Videos, as required under the Individuals with Disabilities Education Act (IDEA).

Overview

The purpose of the Educational Technology, Media, and Materials for Individuals with Disabilities Program is to improve outcomes for children with disabilities by:

  • Promoting the development, demonstration, and use of technology;
  • Supporting educational activities of value in classrooms for students with disabilities;
  • Providing support for captioning and video description appropriate for classroom use; and
  • Providing accessible educational materials to students with disabilities in a timely manner.

In alignment with IDEA section 674(c), the center will support video and audio description, open captioning, and closed captioning for use in early learning and K-12 settings, and will distribute such materials through mechanisms including a loan service.

Eligibility

Eligible applicants include:

  • State educational agencies
  • State lead agencies under Part C of IDEA
  • Local educational agencies (LEAs), including public charter schools considered LEAs under State law
  • Institutions of higher education (IHEs), including community colleges
  • Other public agencies
  • Private nonprofit organizations
  • Freely associated States and outlying areas
  • Indian Tribes or Tribal organizations
  • For-profit organizations

Nonprofit organizations must demonstrate nonprofit status under 34 CFR 75.51, such as through IRS recognition, a state taxing body statement, a certified certificate of incorporation, or a parent organization statement.
