The Indian Council of Medical Research (ICMR) invites Expression of Interest (EoI) from eligible organizations, companies, and manufacturers for the transfer of technology and commercialization of a portable apparatus for the separation of biological biomolecules, a medical device designed for affordable and reliable laboratory use.
Overview
ICMR, through its constituent institute ICMR-NIVCR, has developed a technology titled "A Portable Apparatus for Separation of Biological Biomolecules." This portable and cost-effective device is intended for the separation of molecules such as proteins in a laboratory setting. The apparatus uses a simple design and cost-effective materials while maintaining reliable performance, making it suitable for use in low-resource settings and developing countries. The technology readiness level is TRL-3–4, with proof of concept demonstrated in the laboratory and further field-based studies required. An Indian patent has been filed for this technology (Patent Application Number: 202211008794, dated 19 February 2022).
Funding and Benefits
- Selected companies will be granted rights to undertake further development, manufacture, sell, and commercialize the technology on an exclusive or non-exclusive basis.
- ICMR-NIVCR will provide expert guidance and technical support during product development, validation, and commercialization phases.
- ICMR will facilitate research and development or clinical studies through its institutes and affiliates in collaboration with the selected company.
- Licensing or collaboration agreements will be governed by the ICMR IP Policy.
- Royalty shall be payable at 2% on net sales in accordance with ICMR guidelines for technology development collaboration.
Eligibility
Applicants must meet the following pre-qualification criteria:
- Be a legal entity registered in India as an institution, company, LLP, society, partnership firm, or proprietorship firm, with more than 51% of company stakes held by Indian promoters.
- Be registered with Indian taxation and administrative authorities (GST and PAN required).
- Have proven prior experience of manufacturing and/or research and development with manufacturing during the last three years, including marketing of same or similar products.
- Have been profitable overall in the past three financial years (applicable to commercial firms).
- Not be currently blacklisted or barred by any central or state government or public sector undertaking.
- Have a manufacturing unit in India.
- Not have been convicted for any offence in India during the past three years.
- Hold GMP or quality certification (ISO or approved Indian certification) for the manufacturing facility and necessary certifications for research and development.
- Possess a functional laboratory for product development research and the capacity to produce the technology at scale.
MSMEs and start-ups may be eligible under Start-Up India, Make-in-India, and other relevant Government of India guidelines.
Application Process
Interested applicants must submit their Expression of Interest through the Medical Innovation Patent Mitra portal. Applicants are required to first register by providing company information and details of an authorized representative, then complete and submit the e-EoI form available on the portal. The following documents must be furnished as part of the submission:
- Declaration of Expression of Interest (Format 1)
- Authorization Letter (Format 2)
- Undertaking regarding blacklisting (Format 3)
- Undertaking regarding non-conviction (Format 4)
- EoI document with each page stamped and signed by the authorized signatory
- Undertaking regarding laboratory facility (Format 5)
- Production capacity undertaking (Format 6)
- Supporting documents including company incorporation certificate, GST/PAN, audited balance sheets, manufacturing proof, and certifications
- MSME certificate (if applicable)
- Concept note on business plan (not more than 5 pages)
