Description

The Youth Homelessness NOFO for FY2024 and FY2025, issued by the U.S. Department of Housing and Urban Development (HUD), provides competitive awards to eligible applicants under two separate programs: the Youth Homelessness System Improvement (YHSI) grants and the Youth Homelessness Demonstration Program (YHDP). This funding opportunity supports communities in establishing, implementing, or improving their response systems for youth homelessness.

Overview

Under the YHSI grants (Assistance Listing Number 14.277), HUD will make awards to selected communities to support them in establishing and implementing a response system for youth homelessness or improving an existing response system. Approximately 49 communities will be selected for YHSI grants.

Under the YHDP (Assistance Listing Number 14.276), HUD will provide funding to communities to implement housing and supportive services projects. HUD anticipates selecting between 26 and 50 communities, with a priority for communities with substantial rural populations in up to sixteen locations.

Separate from this NOFO, technical assistance will be available to assist selected communities in implementing and improving their YHSI and YHDP projects. HUD expects communities to fully participate in any evaluation activities conducted by HUD beginning no earlier than the award announcement.

Eligibility

Eligible applicants include the following types of organizations:

  • Government: State governments, county governments, city or township governments, special district governments, and federally recognized Native American tribal governments.
  • Nonprofit: Nonprofits with 501(c)(3) status (non-higher education) and other Native American tribal organizations.
  • Education: Public and state institutions of higher education.
  • Miscellaneous: Other eligible entities.

A faith-based organization may apply on the same basis as any other organization, subject to the requirements in 24 CFR 5.109, and receive the full protections for religion in federal law. An organization may seek a religious accommodation from any requirements of this program or other HUD requirement that substantially burden its religious exercise under the Religious Freedom Restoration Act or other applicable law, consistent with 24 CFR 5.109(c). Faith-based organizations may also hire, fire, and make other employment decisions on the basis of their sincerely held religious beliefs without jeopardizing their eligibility to receive HUD funds. Individuals, foreign entities, and sole proprietorship organizations are not eligible to compete for or receive awards under this announcement.
