This call for proposals is part of the National Green Hydrogen Mission (NGHM) Research and Development Scheme, initiated by the Ministry of New & Renewable Energy (MNRE), Government of India. The mission aims to promote indigenous technology development for the efficient and cost-effective deployment of Green Hydrogen and its derivatives across the country. This is the second round of proposals, following the initial call in 2024.

Objectives of the Call

The primary goal is to enhance the affordability, safety, efficiency, and scalability of Green Hydrogen production, storage, transportation, and utilization. This includes supporting technologies that can bridge the gap between innovation and market deployment.

A key objective is to foster collaborative R&D frameworks among academia, industry, and government entities. This collaboration aims to accelerate innovation and facilitate the transfer of Green Hydrogen technologies.

The call also seeks to support the scaling-up and commercialization of promising Green Hydrogen technologies. This will be achieved by leveraging supportive policies and regulatory mechanisms to encourage widespread adoption.

Eligible Entities

The following types of organizations are eligible to submit proposals:

  • Academic Institutions

  • R&D Institutions

  • Government Institutions

  • Public Sector Units (PSUs)

  • Private Research Institutions

  • Industries with adequate infrastructure for executing R&D projects in Green Hydrogen technologies

Consortia of academia and industry are particularly encouraged to apply, fostering collaboration and knowledge sharing.

Funding Details

Academic, Government, and Non-Profit Research Institutions may receive up to 100% financial support, subject to caps decided by the Sectoral Sub-Committee/Advisory Group. Private institutions/industries may receive funding up to 80% of the project cost, subject to similar caps.

For projects up to ₹1 crore, an overhead of 8% of the project cost will be allowed. For projects above ₹1 crore and up to ₹5 crore, the overhead is capped at ₹15 lakh or 8% of the project cost, whichever is lower.

Travel expenses are capped at ₹3 lakh per annum per project for domestic travel. A contingency provision of up to 10% of the total project cost may be allocated for contingency expenses.

Scope of Supported Activities

This call emphasizes applied and translational research to bridge the gap between innovation and market deployment. Applicants should clearly define initial Technology Readiness Levels (TRLs), which should be 4 or above, and target TRLs, which should be 7 or above.

Proposals should address the scalability and commercialization potential of the proposed technologies. They should also consider the sustainability and lifecycle aspects of these technologies.

The proposals should align with the indicative areas listed in Appendix-II of the Scheme, which includes topics like Hydrogen Production, Storage, Transportation, and Applications.

Proposal Submission

Proposals must be submitted online only at https://research.mnre.gov.in in the prescribed format. The proposal should include defined objectives, deliverables, and timelines, as well as benchmarking against national/international standards in cost/performance.

Brief CVs of Project Investigators (PIs) with relevant experience should be included. In the case of a consortium, clear roles and responsibilities, especially for industrial partners, must be defined.

Industry partners must demonstrate prior R&D capabilities, investment plans, and potential for technology adoption/commercialization. Resubmission of previously submitted proposals is permitted, provided that modifications/improvements are clearly documented.

The closing date for submission is 21.08.2025.
