Introduction

The Climate Change Programme, an initiative under the Department of Science & Technology (DST), India, invites research proposals addressing urban climate challenges and extreme events. This initiative acknowledges the heightened vulnerability of India's rapidly urbanizing cities to climate change impacts. The program aims to foster innovation and build capacity for enhancing urban resilience, sustainable development, and improved quality of life in Indian cities. The call emphasizes the urgency of understanding and addressing the unique climate risks faced by urban areas. It is a key component of DST’s broader Climate Change Programme (CCP), under the Climate, Energy and Sustainable Technology (CEST) Division and one of the deliverables of the National Mission on Strategic Knowledge (NMSKCC).

Scope of Work

This call encourages research proposals focusing on advanced simulations and understanding of urban microclimate, development of urban early warning systems, and assessment and design for adaptation strategies. The research should delve into aspects such as the urban heat island effect, urban flooding, social vulnerabilities to extreme events, and urban health problems exacerbated by climate change. Proposals should go beyond conventional analysis and explore innovative approaches like high-resolution modeling, machine learning, and co-development of solutions with stakeholders.

Eligibility

There are two funding categories under this call:

1. Major Research & Development Programme (MRDP)

  • PI Criteria: Ph.D. with minimum 5 years of post-doctoral experience in relevant field. Must have at least 3 years of experience collaborating with DST/MoES/MoEFCC or other relevant government departments.

2. R&D Programme

  • PI Criteria: Ph.D. with minimum 5 years of post-doctoral experience in relevant field.

Budget and Duration

Two funding levels are available:

  • MRDP: Budget ceiling of Rs. 3 Crore for a duration of 3 years.

  • R&D Programme: Budget ceiling of Rs. 1 Crore for a duration of 3 years.

Note: Private institutions are required to contribute 25% of the capital grant.

This call for proposals specifically seeks to go beyond routine analysis of climate change impact in urban areas. The focus is on developing practical solutions and strategies to enhance urban resilience and adaptation.
