The Insuresilience Solutions Fund (ISF) is a grant-based co-funding program that supports the development, improvement, and implementation of climate risk insurance products in developing countries.

The ISF's 11th Call for Proposals is open, inviting applications for projects that aim to increase the resilience of vulnerable households to climate change.

The ISF provides financial support of up to EUR 2.5 million and advisory services to eligible applicants.

Scope of Work

The ISF seeks to fund projects that develop, improve, or scale up insurance products that directly cover at least one of the following climate-related perils: flood, wind/storm, excess rain, drought/heat waves, or cold spells.

The insurance products should benefit vulnerable households with less than USD 15 PPP per capita per day, either directly or indirectly.

The projects must be implemented in a country eligible to receive official development assistance (ODA).

Eligibility

To be eligible for funding, applicants must meet the following criteria:

  • Apply as a consortium with at least two Project Partners willing and legally entitled to sign the potential Grant Agreement.

  • Include one Project Partner located and legally registered in the country of implementation.

  • Include one Project Partner representing the demand and needs of vulnerable households.

  • Include one Project Partner willing to act as a risk taker.

  • The insurance product must directly cover at least one of the specified climate-related perils.

  • The insurance product must benefit vulnerable households with less than USD 15 PPP per capita per day.

  • The project must be implemented in an ODA-eligible country.

  • The funding request must not exceed EUR 2.5 million.

  • Project Partners must contribute with their own resources, at least matching the requested funding volume.

  • Project Partners must have the necessary expertise and experience to implement the project.

  • The project concept must be based on a sound background analysis.

Budget and Duration

The ISF provides grant-based co-funding of up to EUR 2.5 million, which does not include the applicant's own contribution.

The project timeline should not exceed 24 months for micro and meso-level approaches or 36 months for macro-level approaches.

Key Dates

The deadline for submitting Concept Notes is 7 February 2025, 23:59 CET. The deadline for submitting applications for Concept Note development support is 13 November 2024, 23:59 CET.
